Tier 1 — Asymmetric Chain Alert requires all of: presence in the supply chain graph with severity 3+, asymmetry ratio above threshold (small cap gating large downstream value), multi-source convergence from 4+ independent intelligence sources, and velocity or accumulation confirmation.
Tier 2 — Elevated Convergence requires 3+ independent sources and either graph presence or high convergence score, but doesn't meet the full Tier 1 bar.
Tier 3 — Standard Watch captures everything else with at least one data point. Most convergences land here and are rejected by the system as noise.
